
GAN Global, in partnership with the International Organisation of Employers (IOE), presents a comprehensive policy review on the role of apprenticeships and work-based learning (WBL) in equipping South Asia’s workforce with the skills needed to navigate industrial transformation. This review is a result of a conference, and workshops hosted with the IOE, CII (Confederation of Indian Employers) and the Employers Federation of India (EFI) in New Delhi in June 2023 and supported by the European Union. High-level government representatives, policymakers, employers from across South Asia, East Africa, and the Caribbean, TVET and Industrial Training Institutions, and GAN member companies, gathered to address challenges and opportunities in adopting work-based learning in the manufacturing and industrial sectors.
This report examines follows stakeholders consultations and proposes recommendations to sustainably develop the region’s manufacturing and industrial sectors, focusing on India, Bangladesh, Sri Lanka, Pakistan, and Nepal. It highlights successful employer-driven initiatives, including Bühler’s Swiss-style apprenticeship program in India, as a model for skills development.
